Chances are probably not for quite a few reasons. The PS3 is finally releasing some good games and developers are finally jumping on board. The reality is the cell processor is complicated processor and it requires a lot of care when being developed for. During a meeting with one of the developers for Valve (Half Life and Orange Box) he explained how normal programming involves small sets of instructions that can be tested and sewn into other smaller bits of code to create an eventual final product. The problem with the Cell architecture is that the current development tools do not debug in specifics and it takes programmers extra time to resolve issues. When a proper development kit evolves you can expect to see some pretty sick games released. As for the PS4 I wouldn't be looking into that any time soon.

Why would sony be trying to make a new system when their current systems biggest competitor is one of their old systems? I don't see that coming too soon.

No, they are not true. Sony is still trying to sell PS3s. They haven't made enough money from their current line up to even consider R&D for a new product line.

These are just thoughts. There aren't any solid news (or even serious rumors) on that. Sony officials gave PS3 a life span of 7-10 years, meaning we'll see PS4 in 2013-2016. But I'm sure that they are already working on that. They started to work on PS3 long before it's release, almost right after PS2's release.

well sony has been introducing consoles every 6 years '94 ps1 '00 ps2 '06 ps3 so its going to be ATLEAST 2012

First of all, Sony is most definitely working on the PS4, even if it's just the planning stages. Nintendo is working on the Wii's successor, and MS is working on their next Xbox. All three console makers have, in one way or another, already confirmed the existence of their next console.

That doesn't mean you should expect it anytime soon though. Console development often starts much earlier than you'd think. In fact, Nintendo has already stated they were working on the Wii's successor (planning phase) before the Wii was even released.

It takes a long time to get everything together for the console, it's not just a decision to put some hardware together, mass produce it and sell it. It's a much more complex process than that. The companies have to watch the market to see what consumers want, and use that to determine what direction they want to go with their console - for example, Wii motion controls.

They also have decide what hardware to use, and build the development kits, which is probably one of the most time consuming aspects of developing a console. Then the console OS and it's features are pulled together, and it's released to third party developers so there can be games ready for release at launch, meaning 1-2 years after the console is generally ready, they still can't release it.

Basically, it's a long process, Sony is working on the PS4 without a doubt, but you won't see it for a very long time, at least 2012-2013

No chance in hell. Sony just released the ps3. Their still in their early stages of marketing it.
