If your PS3 has 4 USB ports, then it can play PS2 games. If it has 2 USB ports, then you can't play PS2 games. Period.

The download on the PSN store is for PS2 games that require an HDD to play (Final Fantasy XI) for PS3s that can play PS2 games, it does not make a non-backward compatible PS3 play PS2 games.
