I had the same problem with Black Ops on my PS3. I searched Google for hours trying to find a cure, what a waste of time! The only solution that worked for me was to back up my game data with an external hard drive, do a complete format of the PS3 hard drive. This restored my PS3 to factory setting and fixed the issue for me on Black Ops. Every other game worked just fine only it was only Black Ops that had connectivity issues. It worked just fine one day, then the next, nothing. The loading icon just spun around and around for hours.
Its not the COD server, I just played a match on COD 4 Modern Warfare to test connectivity and it worked fine for me indicating it must be your software causing the problem. I say software because if your able to connect to P.S.N. its highly unlikely that your I.S.P. has anything to do with this problem.
You can try searching for other options if that makes you comfortable but ultimately this is the only solution, so save yourself some time and to my advise.
