I'm trying to decide on getting GTA 4 for ps3 (again) or getting it on PC. the defining line is if i can install those amazing player created mods for PC on the PS3 version as well. I'm unable to find any current answers to it either, all the other questions are from 2 or 3 years ago.

Well if you have a good enough PC then get it on the PC . And to answer your other question, no, its not possible to install mods on any games on a console.
