PC.
There are two programs that will allow you to play it with a PS3 controller on PC. First, MotionJoy will make it so that your PS3 controller works on PC. Second is Xpadder which easily makes it so that ANY game without gamepad support will work with a controller. You can make your PC believe that the buttons on the controller are whatever key from the keyboard that you assign to that button, and you can set the mouse movements to your analog sticks.
Also, go to tesnexus.com and you will see how big the modding community is. Through mods, Bethesda games always become much, much better than they are originally and their lifespan and replayability extends by hundreds, if not thousands of hours.
