I think it's safe to assume that the Arc (the codename for the Playstation 3 motion controller) can be used for casual gamers. After all, its like the Wii mote, except more accurate, and you can project an image of yourself on the screen. Also, you're playing a Playstation 3 game, which means the graphics, will be much better than the Wii's.
In short, its does everything the Wii can, except better.

As for hardcore gaming, it depends really, on the developers. I have no idea whether or not you watched the E3 09 demo (I'll post a link for it at the bottom), but they demonstrated it in a way that could be used for the hardcore audience. They demonstrated how you could use the Arc as a realistic bow and arrow. They also demonstrated how you could use it for RTS games, and actually "draw out" the plan. It all depends on whether the developers care enough to put out quality games.
In my opinion, I think it'll be great. Sony has really stepped its game up. 2009 was a great year for Sony, and 2010 looks even better.
