There are 2 options.
1. You can send it to Sony and they'll give you a brand new controller. Your controller must be in warranty, i think Sony may ask for a proof of purchase or a receipt or something.
2. If you do not have a warranty or your warrant expired on your controller, then Sony will do nothing about it. In that case if you are so bothered with the controller you could open up the controller yourself and see what is causing the problem. It is actually pretty easy opening and closing the PS3 controller. There are many tutorials on opening and closing PS3 controllers on youtube and other sites.
