It sounds like that thing is shot to heck. It should still be powered up even if the battery can't hold a charge (when plugged in). It sounds like the controller unit is completely fried, or the usb type-A-to-mini is worthless (which isn't likely). I'm sure you tried plugging it into a different USB port on the PS3, so I doubt the actual unit hardware is bad (which is a good thing).
Did you try plugging it into your computer usb port? I do believe that PS3 controllers are completely functional on a PC with the correct drivers.
Worst case scenario buy a new one. If it was purchased with the sytem within the last year, its covered under a sony warranty.
